Minister's Strategic Housing Advisory Committee

On 19 December 2006 the former Minister for Housing, Jay Weatherill, announced the formation of the Minister’s Strategic Housing Advisory Committee (MSHAC) to provide strategic advice to him on directions and issues across the whole of the housing portfolio.

The terms of reference for MSHAC provide for wide consultation through round tables, sub-committees and other mechanisms. Their work is expected to focus on partnerships and the generation of more housing opportunities within the context of the Housing Plan for South Australia.

Members are appointed on the basis of their individual expertise, for a term of up to three years and provide advice directly to the Minister on housing issues state-wide. Membership is open to the non-government sector only. However, provision has been made for the attendance of ‘a senior government employee within the housing portfolio’ as an observer at meetings.

Meetings are held on the first Monday in each month, with executive support being provided by the Housing Policy and Community Planning Division. The first meeting was held on 5 February 2007.

The Committee (MSHAC) is established under S. 7(1)(b) of the Housing and Urban Development (Administrative Arrangements) Act and its specific responsibilities include the provision of advice to the Minister on:

  • SA Government housing policy and related matters;
  • Housing priorities and program initiatives as outlined in key strategic policy documents, e.g. SA Strategic Plan, Housing Plan for SA, DFC Connecting to the Future;
  • Ongoing implementation, monitoring and review of housing reform in SA;
  • Social Housing responses, including; Public Housing; Aboriginal Housing; and Community Housing;
  • High Need Housing (including Supported Accommodation Assistance Program (SAAP), Supported Residential Facilities, and Special Needs Housing); and Affordable Housing responses;
  • Private Rental and Home Purchase assistance programs;
  • Low income and disadvantaged housing consumer interests across tenures;
  • Housing need in the community as identified through various housing forums, consultations and networks;
  • Research and development of new policies in areas of housing need;
  • Recommendations for policy and program changes regarding issues and advice referred from MSHAC Round Tables and via any standing sub-committees and/or working groups formed under MSHAC;
  • and any matters referred to MSHAC by the Minister.
