Emergency Services Levy (ESL)

South Australian residents may be eligible to receive a State Government concession of up to $44 per year on the Emergency Services Levy (fixed property) charged against their principal place of residence. Details about the eligibility criteria and information about how to apply are provided below.

Eligibility

You may be eligible for an ESL concession if you:

  • hold a Department of Veterans Affairs Gold Repatriation Health Card (TPI, EDA or War Widow) or received an eligible Centrelink payment* (on the date the account was issued or up to 14 days after the due date);  OR
  • hold a Seniors Card. 

NOTE:  If you are married or live in a domestic partnership and only one partner holds a Seniors Card, you are only eligible for an ESL concession if your partner does not work more than 20 hours per week in paid employment.

* Eligible payments are:
Pensioner Concession Card, State Concession Card, Austudy, ABSTUDY or Newstart allowance, Parenting Payment Partnered, Bereavement Allowance, Sickness Allowance, Special Benefit, Widow Allowance, Partner Allowance, Youth Allowance, New Enterprise Incentive Scheme or Commonwealth Development Employment Program (CDEP) allowance, Exceptional Circumstances allowance.

If you live in a residential park residents you are not eligible for an ESL concession, because this charge is not normally passed on by the residential park operator.

How to apply

Download an application form and post your completed and signed form to the "reply paid" address as indicated on the form (no postage stamp required).  Alternatively, please telephone the Concessions Hotline and request that a form be posted to you.

If your application is successful, the ESL levy will be automatically deducted by Revenue SA from your ESL accounts.

NOTE:  If you are a pensioner and you have already registered with SA Water to receive a concession on your council or water rates, you may already be receiving a concession for your Emergency Services Levy.  Please check your account before applying.
