The Minister’s Strategic Housing Advisory Committee (MSHAC)
MSHAC provides strategic advice to the Minister for Housing on directions and issues across the whole of the housing portfolio.
The Supported Residential Facilities Advisory Committee (SRFAC)
The SRFAC provides advice to the Minister and local government on all matters relating to supported residential facilities, the personal care services associated with them and the legislation relating to their management. The SRFAC is established under the Supported Residential Facilities Act 1992 (SRF Act). The composition of the Committee ensures that the views of advocates, licensing authorities, proprietors, health practitioners and other parties likely to be affected by the legislation and relevant policies are taken into account.
Housing and Urban Development Advisory Committee (HUDAC)
HUDAC advises the Minister for Housing and the Minister for Urban Development and Planning on housing and strategic urban development matters including:
- Actions necessary to improve co-ordination of public and private sector activities impacting on housing and urban development.
- Improving the effectiveness of relevant strategic planning documents and their implementation.
- Supply and demand for land and related infrastructure for industrial, residential and other urban uses.
- Identification of emerging trends in the State’s housing market including in the area of affordable housing and advice on strategies to respond to those trends.
- Implications of social, environmental and economic trends relating to development.
- Strategies to improve existing and new built environments through a focus on urban design.
- Strategies for the staging and release of broad hectare land held by government instrumentalities.
Representation on HUDAC includes the Housing Industry Association; the Master Builders’ Association; the Urban Development Institute; Housing SA; Planning SA; the Minister for Housing and Minister for Urban Development and Planning.
Homelessness Inter Ministerial Committee
The Homelessness Inter-Ministerial Committee (HIMC) is a high level strategic Committee responsible for monitoring the achievement of the Government’s homelessness strategy.
The Minister for Families and Communities and the Commissioner for Social Inclusion jointly chair the HIMC. A Chief Executive Co-ordinating Committee (CECC) supports the HIMC in carrying out this role.
Responsibilities
The HIMC holds the CECC accountable for the following:
- Leading the development of cross agency planning, monitoring and evaluation for reducing homelessness, and in particular the attainment of the South Australia Strategic Plan Target 6.6 and homelessness reduction targets in the National Affordable Housing Agreement.
- Strengthening the capacity of agencies to respond to the needs of homeless people and those at risk through improving existing service provision and developing ‘joined up’ service provision across agencies.
- Reporting and providing advice to the Homelessness Inter Ministerial Committee on topical homelessness issues and the effectiveness of current strategies to reduce homelessness.
- Monitoring and improving communication, collaboration and partnerships across government and non-government to address homelessness issues as a priority.

The HIMC consists of the following members:
- Premier
- Minister for Families and Communities
- Commissioner for Social Inclusion
- Minister for Health
- Minister for Mental Health and Substance Abuse
- Minister for Education and Children’s Services
- Minister for Adelaide
- Minister for Employment, Training, and Further Education
- Minister for Correctional Services
- Minister for Youth
- Other Ministers depending on agenda items.
Other persons in attendance at HIMC meetings include:
- Portfolio Chief Executives and/or their nominees
- Executive Director, Social Inclusion Unit
- Other persons, at the invitation of the HIMC or Department for Families and Communities, Director, Homelessness Strategy.
Frequency of Meetings
The HIMC meets bimonthly or at other times determined by the Chair. Meeting dates will be posted when they become available.
Executive Support
The Department for Families and Communities, Housing SA, Homelessness Strategy provides executive support to HIMC and CECC.
